Summary: The fantasy world set up in Dowa, which divided into 13 states. Each of states will have many bodies controlled by giant organizations known as "ACCA". The story revolve around "Leaf smuggler" Jean Otus - vice president of the inspection division, known for his smart, sharp mind. ACCA consists of 10 people who taken to each agency in 13 states in the kingdom. They are responsible for monitoring all ACCA activities across the country and submitting data to the ACCA headquarters. Jean often has to go on business from place to place to check the situation and human resources at local offices.
